N 219 as a National Aircraft Program

Indonesia with its vast Geographic Condition and poor infrastructure will still require effective transportation to the remote areas. Humanitarian Transportation is also a necessity.

The Government actually subsidize all remote area Flights (“Perintis” Flights) through guaranteed Total Operating Cost (TOC) for the participating regional airlines.

The C-212 and DHC-6 Twin Otter are currently the backbone of Perintis Flight. Both aircraft have its limitation to continue its service. These are C 212 price, and the age of DHC-6.

Both Aircraft have its own service niche, C 212 are used in low coastal areas and DHC-6 in Mountain Area.

N-219 is designed from the beginning to cover all these issues.

      N 219 is indeed in Preliminary Design stage and require time and expense before entering the production phase. But to have any previous national investment in PT DI and the relatively small size of the aircraft then the cost of development can be suppressed low.

      Main advantages of the total investment is U.S. $ 223 million, amounting to U.S. $ 150 million would be an investment in the country of Indonesia, the rest is the purchase of foreign components (engines, etc). Also open employment opportunities for 1,000 people for a long period of production.

      Ground Attack aircraft of N 219 can be modified easily on weapon installation for police and military utility :
      Perimeter Firing Ground Attack With its own design, then the N 219 can easily be modified adding heavy weapons for ground attack. Perimeter Firing Ground attack, is armed with heavy transport aircraft (usually guns), While on duty, so he flew around the targeted enemy as the target center. U.S. Air Force has a C-130 aircraft with the same system.
      Bio Hazard Level III Transport
      • Government plan to build hospitlals with capability  to deal with infectious diseases by classification of Bio Safety level III, e.g : SARS & Bird Flu.
      • Hospital on this classification has special isolation rooms with very strict safety procedures including closed air system settings to prevent the possible spread of the virus out of hospital.
      • Maintaining many facilities like is very expensive, whereas the frequency of its use can not be predicted.























      PT DI have initiative to give economical solutions :
      • Build & maintain 1 or 2 hospitals with category of Bio Safety level 3 near airport.
      • Prepare fleet about 6 N219 aircraft,specially designed to meet  Bio Safety level 3 qualification to transport SARS patients.
      • N219 can be designed & made to meet Bio Safety level III classification by using  principles of design & technology of available Bio-Chemical Warfare.
      Establish 2 hospitals with BSL III facility, and 6 speial transport aircrafts require cost US$ 36.8 million only. Otherwise,  to establish & maintain 30 hospitals with BSL III facility require cost US$ 120 million a year.

      When government buy 50 N219 aircrafts from PT DI , then open the possibility of a larger effort for PT DI and also the continuation of its future.

      • Market class of this aircraft is wide & large.
      • With the improvement of airport infrastructure in industrialized countries these days, then this aircraft class is only growing in developing countries only.
      • High labor costs in developed countries makes the aircraft manufacturers in the developed world no longer makes this class of aircraft, but larger aircraft that have a higher selling price. Competition among aircraft maker is more less .
      • Potential of PT DI to compete and succeed in this class is very good.
